Olson (1985) state:

In addition, there is a tiny new species of burrowing owl (Athene) that remains to be named (Pregill and Olson, 1981)

It is also mentioned as Athene undescribed small species Puerto Rico in Samuel T. Turvey Holocene Extinctions. (which is my source for above).
