It's already mentioned in here as pilsbryi Gerlach 2016, so it was either described by him, or he just wrote that name in its own listing for unknown reasons.

Maybe he intended to publish the name in this work, hence its listing in the synonymy, but delayed its description so that it is still to be published in a new paper?

Well Gerlach corrected the number of the newly described Partula species to five. According to pilsbryi this refers to Samoana pilsbryi that is also newly described (though already collected in 1923) in Icons of Evolution.

Yep, that makes sense, it comes from Fatu Hiva, Marquesas, as far as I know - and there are no Partula spp. there, only Samoana spp. (as far as I know).
